Every time I start coming up with control decks, I tend to start out in U/B. The color combination tends to breed a more aggressive control deck that better suits my play style. A lot of what I had in mind with this deck is screwing around with my opponent's mana with Spreading Seas and Tectonic Edge. The secondary idea was using Preordain and Everflowing Chalice to lay the ground work for either a quick Jace and/or a Wurmcoil Engine.
I think most of this deck is geared well to fight random aggro and the green mana ramp decks that will likely be prevalent at States. Stealing a random Eldrazi with Volition Reins would be living the dream I think. I think five copies of Jace might be too many, but I want to be absolutely certain that i win the Jace war if there is one.
I think I may need more creatures in this deck. I have 11 counting the Creeping Tar pits but I wonder if maybe adding a pair of Sphinx of Jwar Isles or Grave Titans would be beneficial (replacing the Volition Reins most likely).

I really like this build. I also agree on replacing the 2 Volition Reins. I'd personally lean towards Sphinx. Your other creature threat, Wurmcoil Engine, already comes down on turn 6. As much as I love Grave Titan, you want the creature that is harder to deal with, which is the Sphinx.
